Cop Tosses Peanuts at a Hungry Suspect While He’s in Handcuffs

Officer Andrew Halpin of the Sarasota Police Department in Florida was caught on a surveillance footage tossing peanuts at a handcuffed suspect. The incident took place on Saturday, July 18, 2015.

At the beginning of the video, the handcuffed suspect can be seen sitting on a bench inside the Sarasota County Jail. Then, at about five minutes into the video, Officer Halpin walks from behind the counter where other officers are standing. He began to toss some peanuts at the suspect who seemed to be hungry. Then the suspect stooped on the ground to pick up the peanuts with his mouth.

The suspect seen in the video was identified as Randy Miller who is a homeless man. He was arrested for trespassing and failure to leave a property upon order by owner in the city on the southwestern coast of Florida, around 37 miles south of Tampa Bay.

On Monday, July 27, 2015, the Sarasota Police Department was made aware of the video involving the officer. Officer Halpin has been placed on paid administrative leave pending the completion of the internal affairs investigation.
