An official statement posted on Facebook didn’t identify the groups nor his level of interaction with them.
Police have said Phillips was ‘looking for an officer to kill’ when he shot Carr.
Officials posted five videos from the incident Friday.
One of the videos shows Phillips approaching Carr’s patrol vehicle from behind. It later shows him firing shots at the vehicle as he walks away and reloads his gun.
The additional videos showed Phillips walking down the sidewalk prior to the shooting; officers exiting the police department’s door following the shooting with their guns drawn; Phillips going into an alleyway between the police department and the district court building, and officers searching for Phillips before ‘engaging’ him in the alleyway.
Police said they ‘hesitated to release the attached video of what transpired that night due to the heinous and shocking nature of this crime, but in an effort to keep the public informed of exactly what happened that night, we are releasing video of the incident along with the results of the Arkansas State Medical Examiner’s preliminary findings.’
Police also said that they shared the videos with Carr’s family prior to making them public.
The sheriff’s office said Phillips fired 16 rounds and had reloaded his weapon with another full magazine containing 17 rounds.
Preliminary autopsy results showed that Carr had been shot 10 times in the head and that any of those shots would have been fatal, the sheriff’s office said in the statement.
Authorities said that Phillips was shot six times by the other officers.
